Julian Clinton was born to Thomas Clinton and Marybeth Clinton on a stormy October night. His father was a ship's captain who owned his on ship that regularly traded with the British Isles and the western Caribbean. Young Julian was educated on his father's ships and in the finest schools in Dover. Upon graduating with honors from the Dover Academy at 16 Julian entered Dartmouth where he studied the classics and politics. At 19 he graduated and studied law under Gunning Bedford Jr.
Julian returned to Dover and opened his own law firm while also running his father's merchant business. He served as a secretary for Mr. Bedford while he served in the Continental Congress. During the war he served under General Washington before returning back to Dover to serve in the state legislature. He served with distinction and won many accolades for his oratory. He joined the National Democracy Party and won election to the Delaware House seat in 1790.
