Speaker Muhlenberg steps up to the chair and bangs his gavel twice
Welcome to the 1st Congress. Convened today in the year of our lord 1789.
Gentlemen, together, we are all embarking on the journey of a lifetime. We will all be remembered as those who were the first. We are the first to decide that direction that our Republic will take. Not only are the eyes of our fellow Americans on us, but the world is scrutinizing every move we make. It is an honor for me to be the Speaker for the first Congress just as we should all be honored to sit in this chamber, forever solidifying the fate of our country in the stones of history. I look forward to working with you all. Let the first Congress convene.

*Turns the gavel over to the Dean of the House temporarily*
Mr. Speaker,
Our nation is faced with a grave threat, though at this point it would be easy to write that threat off as mere words. Samuel Jay, a man that I once would have called friend, has committed something that can only be called treason by working with a man who has been one of the most severe existential threats to our young nation: Benedict Arnold, a man that is now a traitor twice over.
As the current Speaker Pro Tempore of this body, it is very difficult for me to submit legislation and then preside over it due to ethical concerns. But at this time, I would like to call on my colleagues in this body, those of you who are loyal, patriotic Americans that support the republican values of our Constitution, to take action.
It is now time to establish a national army that would allow us to defend ourselves from threats both domestic and foreign.
It is now time to secure our borders and make sure that the British government turns over Arnold, Jay and other conspirators to the United States of America for proper investigation and trial.
It is now time for us to examine the language that we have used and the philosophies that we have espoused, especially when others in this body and across this nation might interpret our language as calls for immediate, armed revolution.
We must band together, around our shared republican values, around our new government and around the personage of President Washington. It is now clear that the federal government is not the biggest threat to our liberty, that Washington is not some tyrant in waiting that must be feared; no, it is now clear that the biggest threat is those that would use the language of liberty and freedom in order to suppress our human right to select our own government and those that would conspire with foreign villains in order to bring about political change at home.

Mr Speaker,
I ain't gonna mince words we need to march our damn army down and shoot the hell out of those damn injuns before they rape our wimmmen and chilrun. Let me be honest with you, those damn Seminoles are our enemies and we need to put an end to them and their kind before they trample us down into the very soil we are fertilizing right now to grow our crops. I come from French Louisiana and we have a simple way of dealing with the injun, we shoot em between the eyes and drown em in the bayou. If it works there I say it works here and I think we need to get off our asses and start working to resolve this situation like men rather than clucking like a bunch of pregnant wimmen folk in heat.
I reckon thats all I got to say, I done said my piece, ya'll have fun ya hear?

Mr. Speaker,
While I know that many in this body expect me to try and stay on as Speaker Pro Tempore or, even, to try and become full Speaker, I would like to announce today that I shall pursue neither opportunity. The people of my district elected a legislator, not a presiding officer, and I would love to return to the nitty gritty of writing legislation and debate.
Thank you for a fantastic First Congress, gentlemen.

Fellow members of Congress,
I believe that it would behoove this Congress to take up debate and come to a conclusion, whatever it may be, on the matter of declaring a permanent capitol for our nation by the end of this Congress. For the sake of the unity of our new nation and ensuring the smooth operations of government, we should be able to have a city or area that is de facto and de jure the capitol of these several states.
I have seen that there are several proposals already being submitted to this Congress for consideration. Undoubtedly there will be more in the days and weeks ahead. I believe that, for the sake of national unity and fairness in ease of travel to the capitol, that we should endeavor to designate some place in the relative center of our new nation. I believe that we should avoid any acts of favoritism in the selection of the placement of our capitol; and while it may be impossible to fully set aside our home-state preferences, let us endeavor to do our best in that matter regardless.
