Born to Emmanuel, a local deacon and carptenter, and Elizabeth Westlake in Norwich, Connecticut, his father's position in the local congregation afforded him great opportunity for academic study, learning the classical languages in his youth and studying philosophy and law at Yale College at the minister's recommendation at age 17. Upon graduation he took up residence in New Haven, practicing law and running a cooper's and woodworking shop supplying the local shipyards. Elias became increasingly polically active and Patriot inclined as the crisises in New England in the late 1760s came to the fore and eventually served as a captain in the militia, spurned from the Continental Army do to the glut of well connected Connecticut officers. After the war he turned to elected politics, serving in the General Assembly and publishing frequent news letters in support of the Federalist cause under the pseudonym Sempronius. In the inaguaral elections under this new constitution, he was elected to one of the state's at-large congressional seats.
