In the House of Representatives of the United States, Mr. Terrus, for himself, offers a bill, to be known as the Code, Compensation, and Oath Act of 1789, to provide for the general administration of the United States government. Be it enacted by the House of Representatives and Senate of the United States of America in Congress assembled, that:
Section 1. There is hereby established a United States Code, to contain the laws of the United States.
Section 2. There is hereby created Title I of the United States Code, which shall be entitled "Administration", and within that Title a new Chapter, Chapter 1, which shall read as follows:
Section 3. There is hereby created in Title I of the United States Code a new Chapter, Chapter 2, which shall read as follows:
Section 1. There is hereby established a United States Code, to contain the laws of the United States.

(b) For the purposes of the United States Code, "he," also means, "she," and "his," also means "her," and so forth.
© Any officer or employee of the United States that is assigned any powers or duties under this act may, at his discretion, agreeable to the Constitution, transfer such powers or duties to his designate, provided that said designate is an officer or employee of the United States, who is legally capable of fulfilling such duties or exerting such powers.

(a) Each officer of the United States of America, whether a member of the executive, legislative, or judicial branch, before he proceeds to execute the duties of his respective officer, shall take the following oath (or affirmation), to wit: "I, A.B., do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the United States; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter."
(b) Each Justice of the Supreme Court, and each Federal Judges, before he proceeds to execute the duties of his respective office, shall take the following oath, in addition to the oath proscribed in subsection (a) of this section, to wit: "I, A.B., do solemnly wear (or affirm) that I will administer justice without respect to persons, and do equal right to the poor and to the rich, and that I will faithfully and impartially discharge and perform all the duties incumbent on me as a judicial officer, according to the best of my abilities and understanding, agreeable to the constitution and laws of the United States."
© Each clerk of the Supreme Court and each clerk of a federal court, before he proceeds to execute the duties of his respective office, shall take the following oath or affirmation, in addition to the oath proscribed in subsection (a) of this section, to wit: "I, A.B., being appointed clerk of a federal court, do solemnly swear (or affirm) that I will truly and faithfully enter and record all the orders, decrees, judgements and proceedings of the said court, and that I will faithfully and impartially discharge and perform all the duties of my said office, according to the best of my abilities and understanding."
(d) Each officer of the armed forces, before he proceeds to execute the duties of his respective office, shall take the following oath or affirmation, in addition to the oath proscribed in subsection (a) of this section, to wit: "I, A. B. do solemnly swear (or affirm) to bear true allegiance to the United States of America, and to serve them honestly and faithfully against all their enemies or opposers whatsoever, and to observe and obey the orders of the President of the United States of America, and the orders of the officers appointed over me."
(e) Each and every federal official that must take an oath or affirmation of office may, after completing the oath as proscribed above, add the words "So Help me God," if that officer desires to do so.
(f) Each and every federal official that must take his oath or affirmation of office shall take that oath upon a copy of the United States Constitution, unless that person desires to do otherwise.
Section 4. Compensation.
(a) The President, Vice President, and each head of department or director shall be compensated with $5 for each and every day of service.
(b) The Chief Justice of the Supreme Court, Associate Justices of the Supreme Court, Chief Judge of each District Court, and Associate Judges of each District Court, shall be compensated with $5 for each and every day of service.
© Each member of Congress shall be compensated with $5 for each and every day of service.
(d) The President shall determine the compensation for each and every other employee and officer of the United States, provided that officers and employees of the same rank shall be compensated equally, and that such compensation shall be reasonable.
(e) The President shall provide for the payment of compensation on a regular basis.
Section 3. Oaths or Affirmations.
(a) Each officer of the United States of America, whether a member of the executive, legislative, or judicial branch, before he proceeds to execute the duties of his respective officer, shall take the following oath (or affirmation), to wit: "I, A.B., do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the United States; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter."
