In the House of Representatives of the United States of America, Mr. Terrus, for himself, Mr. Broussard, and Mr. Cole, offers: A BILL To be known as the Flag Act of 1791. Be it Enacted by the House of Representatives and Senate of the United States of America, in Congress assembled, that 7 USC 4 shall be amended to read as follows:
Section 4. Flag. (a) The flag of the United States shall be thirteen horizontal stripes, alternating red and white, and the union of the flag shall be a blue square in the top-left quarter, which shall contain one five-pointed star for each state in the union.
(b) The Administrator shall determine the arrangement of the stars in the union, and the size of the union, and the size of the stripes, and shall procure flags of the United States for the federal government, but any alteration made by the Administrator will not take effect until the July 4th following the issuance of that alteration.
© The Administrator shall proscribe regulations for the usage of the flag, and the departments of the federal government shall abide by these regulations whenever realistically possible.
