In the House of Representatives of the United States of America, Mr. Terrus, for himself, offers: A Bill To be known and cited as the Staff Act of 1791. Be it Enacted by the House of Representatives and Senate of the United States of America in Congress assembled; that --
Section 1. The following is added to Title IV as Chapter 1.
Section 2. The following is added to Title II as Chapter 2.

Chapter 1. General.
Section 1. Office and Staff.
(a) The President may establish an office in the capital of the United States, and employ no more than three assistants, clerks, or other employees to staff that office, and those assistants, clerks, or other employees shall be reimbursed at a rate to be determined by the Administrator.
(b) The Vice President may establish an office in the capital of the United States, and employ an assistant to staff that office, and that asssistant shall be reimbursed by the federal government for his service at a rate to be determined by the Administrator.
Section 2. Security.
(a) The President may employ for his protection, and for the performance of ceremonial duties, a Guard, and such Deputy Guards as may be necessary and appropriate, provided that no more than thirty Deputy Guards may be employed at any time.
(b) The Guard, and the Deputy Guards, may take such actions as are necessary to protect the President, agreeable to the Constitution and laws of the United States, including arresting any individual that violates a law of the United States, or of the several states.

(a) The Speaker of the House of Representatives may employ, as the House Rules provide, such staff members for the House of Representatives as are appropriate and necessary.
(b) The President of the Senate may employ, as the Senate Rules provide, such staff as are appropriate and necessary.
Section 2. Member Staff.
(a) Each member of the House of Representatives may employ an assistant.
(b) The Speaker of the House of Representatives, and the President Pro Tempore of the Senate, may each employ an additional assistant.

(a) The Speaker of the House of Representatives may employ, as the House Rules provide, such staff members for the House of Representatives as are appropriate and necessary.
