Mr. Key, for himself, offers
A Joint Resolution
To be known as the Bill of Rights Correction Act of 1790, to correct an amendment to the Constitution of the United States.
Be it resolved by the House of Representatives and Senate of the United States of America in Congress assembled, 2/3 of each house concurring, that the following amendments to an act of Congress supporting an amendment the Constitution be adopted:
(a) FREEDOMS OF EXPRESSION — Section 1(4) of the Bill of Rights Amendment of 1789 is amended by striking such section and replacing it with the following:
(b) VARIANCE IN PAY OF CONGRESS — Section 1(13) of the Bill of Rights Amendment of 1789 is established and reads:
(c) PREVIOUS AMENDMENTS INVALID — The act known as the Bill of Rights Amendment of 1789 shall only be valid as amended by this Act. No version of such Act previously passed shall be valid for the purpose of amending the Constitution.
PES: Corrects an error made by the Speaker when he failed to incorporate the House amendments in the Bill of Rights. The amendments broaden the first amendment and incorporate the twenty-seventh.
Neither the United States, nor any territory subject to its jurisdiction, shall make any law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
(b) VARIANCE IN PAY OF CONGRESS — Section 1(13) of the Bill of Rights Amendment of 1789 is established and reads:
No law varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.
(c) PREVIOUS AMENDMENTS INVALID — The act known as the Bill of Rights Amendment of 1789 shall only be valid as amended by this Act. No version of such Act previously passed shall be valid for the purpose of amending the Constitution.
