Charter of the Federalist Party
Article I. The Federalist Party
(1) The Federalist Party shall be comprised of members, and membership shall be provided:
1. to the President of the United States of America, if he is a Federalist;
2. to the Vice President of the United States of America, if he is a Federalist;
3. to each and every cabinet-level official in the United States federal government, if said official is a Federalist;
4. to each and every United States Senator that is a member of the Federalist Caucus of the United States Senate;
5. to each and every United States Representative that is a member of the Federalist Caucus of the United States House of Representatives; and
6. to any other person that the Federalist Party grants membership by plurality vote.
(2) The Federalist Party shall be authorized and required:
1. to establish, and superintend, a Presidential Primary Election to determine the Federalist Nominee for each United States Presidential election;
2. to establish, and superintend, a Vice Presidential Primary Election to determine the Federalist Nominee for each United States Vice Presidential election;
3. to support the electoral efforts of each Federalist Nominee for federal office and, to this end, to coordinate the federal electoral efforts of local and state Federalist Parties;
4. to organize the Federalist National Convention in every year when there is a United States Presidential Election;
5. to publish the Federalist Party Platform in every year when there is a United States Presidential Election;
6. to coordinate the operations of Democrats in federal office to advance the policies featured in the Federalist Party Platform; and
7. to raise funds, and to obligate these funds, in such a manner as to effectively accomplish the aims laid out in this section.
Article II. Chairman of the Federalist Party
(1) The Federalist Party shall be led by a Chairman, who shall coordinate the operations of the The Federalist Party, represent the The Federalist Party to the public and the media, manage The Federalist Party finances, and preside over the meetings of the The Federalist Party.
(2) The Chairman of the The Federalist Party shall be elected by plurality vote of the members of the The Federalist Party in an election administered by the incumbent Chairman, provided that:
1. the Chairman shall allow nominations for Chairman for no less than twenty-four hours and no more than forty-eight hours;
2. the Chairman shall not recognize any nomination unless it is seconded and accepted; and
3. the Chairman shall allow no less than twenty-four hours and no more than forty-eight hours for voting on recognized nominees for Chairman.
(3) An election for Chairman will be held in each even numbered year, or whenever the Chairman resigns, or whenever a member moves for a Vote of Confidence in the Chairman, and within twenty-four hours of such motion, another member seconds such motion, and in the ensuing vote, which shall be administered by the Chairman, and which shall last for forty-eight hours, more than half of the members vote in the negative.
(4) The Chairman of the The Federalist Party must appoint a member of the The Federalist Party as a "Deputy Chairman," and may delegate such responsibilities as the Chairman deems fit to said Deputy Chairman, who shall serve at the pleasure of the Chairman. Confirmation of the Deputy must be approved by a majority of the party in a vote.
Article III. Congressional Leadership.
(1) The members of the Federalist Caucus of the United States Senate shall elect a Federalist Senate Leader provided that such elections shall occur in the same fashion as elections for Chairman of the The Federalist Party, and shall occur in November of each even-numbered year.
(2) The members of the Federalist Caucus of the United States House of Representatives shall elect a Federalist House Leader, and when the Federalist Caucus holds a majority in the United States House, shall elect the Speaker of the House, provided that such elections shall occur in the same fashion as elections for Chairman of the The Federalist Party, and shall occur in November of each even-numbered year.
(2) The members of the Federalist House Caucus, or the Federalist Senate Caucus, may remove a leadership official of such caucus, but only if 2/3 of the members of such Caucus vote in the negative during a vote of confidence in such official, and such vote shall occur in the same manner as a vote of confidence in the Chairman of the The Federalist Party.
(3) The Chairman of the The Federalist Party shall superintend the elections of the Federalist Caucus of the Senate as well as the Federalist Caucus of the House of Representatives, except as provided by the bylaws of these Caucuses.
(4) The members of the Federalist Caucus of the United States Senate may elect a Federalist Senate Whip provided that such elections shall occur in the same fashion as elections for Chairman of the The Federalist Party, and shall occur in November of each even-numbered year.
(5) The members of the Federalist Caucus of the United States House of Representatives may elect a Federalist House Whip provided that such elections shall occur in the same fashion as elections for Chairman of the The Federalist Party, and shall occur in November of each even-numbered year.
Article IV. Discipline
(1) The Chairman may suspend an individual's membership in the The Federalist Party for a period of no greater than forty-eight hours but only after informing the The Federalist Party and that member.
(2) The The Federalist Party may censure a member of the The Federalist Party but only if a plurality of the members of the The Federalist Party vote to censure that individual during a 48 hour vote, which shall be administered by the Chairman.
(3) The The Federalist Party may suspend an individual's membership in the The Federalist Party for a period not to exceed seven days but only if a majority of the members of the The Federalist Party vote to suspend that individual during a 48 hour vote, which shall be administered by the Chairman.
(4) The The Federalist Party may expel a member from the The Federalist Party, and from the Federalist Caucuses of the United States Congress, but only if 2/3 of the members of the The Federalist Party vote to expel that member during a 48 hour vote, which shall be administered by the Chairman.
(5) The Chairman shall not restrict any individual from defending himself whenever he is facing censure, suspension, or expulsion.
Article V. Procedures
(1) The The Federalist Party may take any action authorized under Article I following a twenty-four hour vote or, at the discretion of the Chairman, following a longer vote.
(2) Section 1 of this Article notwithstanding, the The Federalist Party may take any action authorized under Article I if a member moves for unanimous consent on such action, and if no member objects to such motion within twenty-four hours of its recognition by the Chairman.
(3) A member may vote in the positive, negative, or neutral on any matter provided for under this charter, and the Chairman shall not exert undue pressure upon any individual to cast any vote, or not cast any vote.
(4) Whenever a rule or question cannot be answered by this charter, Roberts Rules (http://www.rulesonline.com/) shall be used as a reference in how to handle said ambiguity or question, with Robert's Rules of Order being followed to answer the question, unless directly superseded by this Charter.
(5) Should the vote tally of an election result in a failure to achieve a simple plurality, the election process shall be restarted.
Article VI. Succession
In the event the Chairman is unable to perform the duties of the Chair, the longest tenured Deputy Chair shall act as the Acting Chairman. A confirmation vote shall be held immediately after the Acting Chair assumes the duties of the chair. If the Acting Chair receives a majority of in the confirmation vote they will serve the remainder of the previous Chairmans term with the title of Chairman of the The Federalist Party.
Article VII. Amendment and Adoption
This charter may be amended by a vote of 2/3 of the members of the The Federalist Party. This charter may be adopted by a vote of 2/3 of the members of the The Federalist Party. Such a vote shall commence upon the admission of the fourth party member and this Charter shall be effective until that time.
