A caucus allows likeminded members of Congress to meet privately, even if they are members of different political parties. Each caucus will need at least four players, with at least three of them operating a primary character in either the House or the Senate. There is no limit to how many caucuses a player may be a member of. By default, caucuses have open membership but this can be changed by the chairman of the caucus. The chairman has complete control over the caucus membership and can expel members for any reason.
In order to create a caucus, you should either reply to this thread with details on your caucus or PM them to the Chief Admin.

I would like to create the "United We stand" Caucus, for the unity of the nation. This caucus believes that each state is just a member of a larger nation, and deserves less autonomy.

II would not make that an explicit cause of this group, since that would limit it's reach. That said, I am a staunch abolitionist.

I'd like to create the New England Caucus, a caucus committed to cooperating to develop solutions to New England specific issues. This would be a regional caucus, but not one committed to promoting New England over any other region, merely one committed to overcoming New England's specific challenges. Anyone interested?
