A BILL
To allow for naturalization of residents of the United States
At the Session of Congress begun and held at the City of New-York on Monday, the second of June, one thousand seven hundred and eighty nine
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION I. TITLE (a) This bill may be referred to as the "Naturalization Act of 1789"
SECTION II. NATURALIZATION OF RESIDENTS (a) A resident of the United States may be naturalized and become a citizen if they meet the following conditions: (i) Lived in the United States for two (2) years (ii) Lived in the same state for one (1) year (iii) Have been administered an oath to support the Constitution of the United States in a United States Court.
SECTION III. NATURAL BORN STATUS OF CHILDREN OF US CITIZENS (a) If a child of a United States citizen is born abroad, they shall be considered natural born citizens of the United States.
SECTION IV. ENACTMENT (a) This law shall go into effect upon its constitutional passage

To establish the Census of the United States
At the Session of Congress begun and held at the City of New-York on Monday, the second of June, one thousand seven hundred and eighty nine
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION I. TITLE (a) This bill shall be referred to as the Census Act of 1789
SECTION II. REQUIRED COLLECTION OF DEMOGRAPHIC DATA (a) It is required by the state governments to collect demographic data about their state, including but not limited too, population, income, and land-holding status. (b)This data must be sent to the desk of the President of the United States.
SECTION III. ESTABLISHMENT OF A DECENNIAL CENSUS (a) The first census shall be conducted April 1, 1790 and be re-conducted every ten years
SECTION IV. AUTHORITY TO APPROPRIATE CONGRESSIONAL SEATS (a) This census shall have the authority to be used to appropriate seats to the United States House of Representatives. (b) These new seat totals shall be released to the public and sent to the appropriate state governments.
SECTION V. ENACTMENT (a) This bill shall go into effect at the beginning of the year 1790.
