The Principles against the Tyranny of a Slave Tariff

Recently, it has become the idea of the Northerners in the United States Congress, that a tariff on the importation of slaves and indentured servants should be a way in which the United States Government raises revenue through the Revenue Act of 1789. A way in which they will raise revenue to fund a federal army, a federal navy, and a federal bank which they will use to stifle liberty and create a central power structure that will throttle away the freedom of the states. It has been mentioned on the floor of Congress, that this $10 tariff is a small percentage of the total cost of a slave and thus should not be a main topic of debate, yet have we forgotten that a tax on tea and stamps while not punitive was still worth fighting against?
It is not the amount levied that enrages me. It is the arrogance of certain members of Congress to think they can fine plantation owners in the South for their own heritage. It is the idea that Congress has the right to punish the South for its beliefs. It is the idea that because the fine on slavery is small it is okay. Forbid it, Almighty God!
The American Congress is not including a tax on the importation of cattle, ox, mule, donkey, or horse, which Northern farmers use to produce their crops. The American Congress has chosen to single out Southern sources of farm labor, because they do not believe that the South would be paying its fair share without this fine on slavery. I urge you, my Southern brethren to stand up against this fine on slavery, a fine on your heritage, write letters to your Representatives and inform them that you stand firmly against a fine on being from the South. Tell them that a fine on slavery is a fine on liberty. Tell them that if they support an act that fines you for being from the South that in 1790 you will make sure they are seen out of office. A man can stand up!

A Navy for Trade, A Navy for Peace Elijah Surratt of Southeast Virginia makes the case for a good sized and well equipped Navy. "Our new Republic flourishes because of our vast resources and abilities to put them to use in trade for profit overseas. Our two main trading partners, Britain and France, have the largest navies in the world. With one command from their Kings we could see American freedom of trade wiped off the map. In months British and French Fleets would be patrolling our shores threatening the livelihood of our Southern Planters. The thought of another HMS off the coast of Virginia or North Carolina is a frightening sight. I therefore propose that we in our infancy as a Republic seek to create the ground work for one day a Grand Navy. A Grand Navy that could perhaps one day match, gun-for-gun, her British or French counterparts. Right now in the Federal Legislature we oversea a handful of small water vessels that simply cannot preform the duties of patrolling and protecting our shores, let alone American Commerce at sea. Carolina and Virginia Tobacco and Rice exports are at risk. The facts speak loudly and that is why I have thrown my support behind the Navy Act of 1789. I was late in taking my seat in Congress and therefore unable to participate in the spirited debate that took place. However I fully support this act of Congress and intend to lend my endorsement during voting on the House Floor. I fear if we do not have a standing navy at the very least we will be bullied around the world as a hated step child. Our resolve and economic growth as a nation only demands that with the passing of time we also increase the number of ships and men who man them. That is why I will also use my office to increase the size of the Navy. Our success and prosperity as well as trade and peace depends on a strong Navy."

Benedict Arnold Part Deux How Samuel Jay and Benedict Arnold Almost took out General Washington. By James Smith, Raleigh Corespondent"Samuel Jay, the Representative of New Hampshire, conspired earlier this year with none other than America's first traitor Benedict Arnold as well as British Member of Parliament Sir John Dunkirk in a plot to kill General, now President, George Washington. Jay established the "Dagger Club" with the assistance of Arnold and MP Dunkirk. Although no action was taken in the attempts to assassinate the President, Dunkirk provided large sums of money to Jay and put him in contact with Arnold. The Northern Newspaper, The New York Daily Times, was the first to break the story. Jay has since fled to Canada. Sir John Dunkirk had the following to say; "The so-called 'Dagger Club' is merely carrying out justice for Britain. Washington is a traitor to the empire and deserves death. Until such a time that the American colonies are back under British control, associations with ruffians is necessary." The Canadians gave the following response as to the extradition of Jay back to America for trial; "As the judicial system in the United States is not operational, it would not be appropriate to seize Mr. Jay and return him to New Hampshire.", Guy Carleton, Governor General of the Canada's
William Pitt, Prime Minister of the United Kingdom: "Radicals within this government are an affront to His Majesty and to God himself." This Paper couldn't agree more with the Prime Minster of the United Kingdom." Revolution in France, Republicans call for Neutrality Representatives Elijah Surratt(Virginia) and James Terrus(New York) Push Neutrality Resolution, French Revolutionaries Storm Bastille. By Richard Johnston, Federal Hall Corespondent"An estimated number of 4,000 out of work French men and women have stormed the armory and prison. What is known is that only seven prisoners were present. The main reason for the capture of the Bastille is mainly due in part to the vast storage of powder. Days earlier the Hôtel des Invalides was also "stormed" in order to gather another estimated 29,000 to 32,000 muskets. There was no shot or powder present at the Hôtel des Invalides. King Louis XVI combined with the Second Estate colluded to keep the French "Third Estate"(mainly common folk and business owners holding no titles of nobility) out of the dealings of the Estates General. This prompted backlash from the Third Estate who have now taken up arms against the entire French Royal System and Monarchy. It is correct to say that France is in a full blown Revolution similar to our own. France has seen failed crop and a recession wreck it's economy since entering the American War for Independence. Republicans in the United States House of Representatives, proposed by Elijah Surratt of Virginia, and supported by James Terrus of New York, have called for a Congressional Resolution declaring Neutrality in the current ongoing conflict in France. The Resolution states the following; "Be it resolved that the newly created and God Blessed Nation of the united States remains neutral in the current conflict and hostilities taking place in France" The State Gazette of North Carolina will certainly have a followup to the current events taking place in France." Savages Run Roughshod in GeorgiaSeminole Indians with the help of Creek and Chocktaw tribes are ransacking and destroying Georgian Homesteads and Farms. By Thomas Oglethorpe, Port of Savannah Corespondent "The breaking news out of Georgia is devastating. Interior Georgia is under assault. As I submit this column to my editor three Plantations and five farms of size have been burnt to the ground. Some have even rumored that a few North Carolinian's have been attacked. The most horrifying news might be that these Indian raiding parties have been met with little resistance. Which begs this paper to ask; Where is the Georgia Militia? Scalpings and the raping of women and young children have surely taken place. Mean while the New York Militia is currently recruiting men to march down to the Georgia and North Carolina wilderness to root out these savages and restore order. Until such time the Seminole Raids are surely to progress in size and go unheeded." Federalist Representative Proposes a "Federal Education Commission". Representative Thomas Crowe (F-PA), author of a bill to establish a Federal Commission on education in America, has seen it hit the House Floor for Debate. By Richard Johnston, Federal Hall Corespondent"Thomas Crowe, Representative of Pennsylvania has authored the Education Improvement Act. The Act seeks to create a "commission" to be "tasked with developing a plan to help further public education in the country" on a Federal Level. The bill has been met with stiff resistance from Representatives Robert G. Hill of Georiga and Elijah Surratt of Virginia. Both men had the following to say on the House Floor; "This bill is an unnecessary expansion of Federal powers. The matter of public education in this Union is not a federal matter and the Constitution does not grant Congress the authority to regulate or oversee the states in this area." Robert G. Hill of Georiga"I see no reason for this bill considering most American Children are educated at home, or by local community schools. This top down approach to education with a "national" theme seems hardly relevant considering we educate our children locally, not nationally." Elijah Surratt of VirginiaMr. Crowe responded to both Gentleman with the following; "I understand the concerns of my two colleagues but I must say that I do not know where they derive the idea that this bill is in any way an endorsement of the idea of a federal education system. If anyone was to read the bill they will find no line discussing a federal form of education. What this bill does however is task a special congressional commission to find ways to encourage the educational growth of this nation." Thomas Crowe of Pennsylvania Mr. Crowe was finally pegged into a corner when he suggested the following as to his reasons and Constitutionality of his Act; "Beyond the fact that the proper education of this nation is necessary and proper to our general welfare, the congress is empowered to pass this legislation. The first line of article I section 8 says that the congress shall have the power to collect revenue for the "common defense and general welfare of the United States". I can assure the gentleman that this legislation not only is constitutional but also sound policy." Thomas Crowe of Pennsylvania Mr. Crowe was countered by Representative Surratt who proposed the following concerning Mr. Crowe's authority concerning the Constitutionality of the Act; "The gentleman's argument falls on deaf ears. The supposed "for the general welfare of the people" argument can mean a number of things such as abolishing the consumption and sale of alcohol throughout this God Blessed nation. Does he wish to ban Alcohol? Does he wish to fund churches? Surely religious services are beneficiary to the "general welfare". Does the gentleman wish to ban Dr. Franklin's electricity experiments? I've been told they're dangerous... Surratt once again lets out a small laugh... Does the gentleman wish to regulate the number of baths an American should take weekly? Surely hygiene falls under "general welfare of the people". Does the gentleman wish to regulate the Freedom of Press in the Country during a time of war? Surely that could fall under the "General welfare of the people"." Elijah Surratt of VirginiaThe debating process is still ongoing and a motion has been made to table Mr. Crowe's bill. It seems very likely to pass, ending the debate of a Federal Commission for Education."

State Gazette of North CarolinaSpring, 1790, Issue 1 Jay Speaks on Conspiracy to Commit Treason New England Blue Star interviews Samuel Jay of the Infamous "Dagger Club Plot". By James Smith, Raleigh Corespondent
"The New England Blue Star gave America's Second most famous traitor a platform to discuss his reasoning's for his attempted plan to assassinate President Washington and his thoughts on the current Government. Last Winter Samuel Jay and the Notorious Benedict Arnold where outed by the New York Daily Times for establishing a "Dagger Club" in hopes of assassinating President Washington. The men were assisted with funds from a British Member of Parliament by the name of John Dunkirk. Dunkirk is a wealthy, yet considered a radical by many in his own party, Member of British Parliament.
On one cold late February morning small town New Hampshire newspaper man, E. E. Raines, received a "mysterious" note detailing a time and place. Raines jumped at the opportunity and arrived where he was told to be. Once there he was kidnapped and blindfolded. After what he says was a "nights ride" he only could assume he was unbound in Canada to sit across a table from Samuel Jay. Raines stresses that all the facts need to surface before Samuel Jay should actually be treated as a traitor. Raines then decides to make a contradictory claim with the following statement; "... his actions clearly stink of treason..."
On with the interview then: Motive
Clearly a deranged individual. Aside from claiming his guilt in the plot to assassinate our President he questions the military command of then General Washington. The Traitor Jay's assumptions that Americans couldn't fend off the British on their own only makes an "ass" out of the Traitor Jay. Here are some background details concerning French involvement in the War of Independence;
The battle of Saratoga was pivotal in providing fresh arms and munitions to the Continental Army. Washington Commanded the Continental Army that laid siege, and won Saratoga.
British General "Johnny" Burgoyne's invasion of the Mohawk Valley proved disatorous as Benedict Arnold and Horatio Gates smashed and defeated his forces which breathed new life into militias up and down the coast bringing in an estimated 12,000 militia men and 5,000 new regular Continentals.
These two engagements took place in 1777 with the surrendering of 6,000 British Regulars would be come to known as the "convention army". These exploits alone concentrated American Forces in the North allowing supplies and men to move to the Southern Theater where the British where eventually crushed at Cowpens and Yorktown leading to an American Victory in both the Northern and Southern Colonies.
The Traitor Jay's opinions and assumptions are those of mad man, so concludes this paper."
King Louis XVI All but Abdicates His Throne Louis XVI bows down to the National Constituent Assembly of France. By Matheu Burns, European Corespondent
"Fearing for his head the King of France, now the King in France, has given his approval and support to the National Constituent Assembly reports the New York Daily Times. By surrendering his authority King Louis XVI has recognized that he no longer holds legislative powers and that sovereignty rested with the people of France, not the King of France. This comes as a shock to many throughout the European world, most especially the Royal Families that Government almost all the countries in Europe. Almost all of the Kings and Queens in Europe have given their support to King Louis XVI however none have pledged anything short of words and letters written on paper.
French Royalty and the ruling class really did have a crisis on their hands after 30,000 plus muskets and the powder and shot for those muskets fell into the hands of an irritated French mob of peasants, workers, and laborers all starving and out of work threatening to violently overtake the Country. The Crisis was taken seriously to the point of French Ambassador openly calling for the support of America, his words went unnoticed here at home. Bloodshed will most likely be kept to a minimum now that King Louis XVI has essentially "given up" rule of France. The State Gazette of North Carolina will most assuredly keep North Carolina, South Carolina, Georiga, and Virginia updated as more unfolds in France."
Congress Votes Down National Bank Lead by Republicans, the House of Representatives Shoots down a "National Bank". By Richard Johnston, Federal Hall Corespondent
"By a vote of 21 to 22 with four members abstaining the Banking Act of 1789 was defeated in the House of Representatives. The Banking Act sought to establish a National Bank in the hopes of consolidating all State Government debts from the War of Independence into one "National Debt" held by the National Bank. The bill also sought to further regulate banking matters. Representative Thomas Crowe of Pennsylvania, perhaps the most vocal of the Federalist Party during debate of the Banking Act gave the following floor speech on the matter;
"I believe that the establishment of a National Bank is not only constitutional but it is also sound fiscal and economic policy. The establishment of such a bank would stablilize our national credit, it would strengthen our industry and it will better the financial dealings of this nation. In my home state of Pennsylvania I know that the establishment of a national bank will improve the lives of citizens, from bankers in Philadelphia to farmers in the Northern Tier. It is my belief that by establishing this bank we are not only strengthening our current economy but also laying a foundation for a strong and diverse economy in the future."
He was countered by a number of Southern Representatives, including Republican of Georgia Robert G. Hill;
"Farmers across the country are already being served by the network of local banks across the country, and the bill proposed would simply put them out of business! Can access to credit be better? Absolutely, but it must not be through the will of the central government, but rather, the states and the communities across this vast Union then only would it serve the people best. I must reiterate across that the bill at hand is not "necessary and proper" and certainly goes beyond the boundaries of Article One of the Constitution. We the representatives of the people, by the people need to reject this bill!"
The bill went to vote and was mainly split by a "North vs. South" bend, giving Southern's the favor, a majority of which are Republican. Furthermore no prominent Federalist bothered to show up to vote, including the Speaker of the House who could have split a tie, and Mr. Crowe himself."
The Federalist Party is Crumbling The Federalist Party has all but fallen apart after their failed attempts of establishing a National Bank and a Federal Education "commission". By Richard Johnston, Federal Hall Corespondent
"Federalist are reeling after their defeat at the hands of Republicans and Independents in the House of Representatives concerning a "national bank". Furthermore their attempts to establish a Federal Education Commission, of which many believe is a trigger for an eventual Federal Department of Education, has all but been tabled, again by Republicans. Although enjoying a Majority in the House of Representatives the Federalist Party just can't seem to get it together and vote as a bloc. Many are pointing to the fact that the leadership of the Federalist Party has been silent these past six months. Rarely has a prominent Federalist been seen in public, or in Federal Hall for that matter, and rarely has one published his opinions in an editorial or pamphlet.
Thomas Crowe of Pennsylvania was eager to defend his Federal Education bill on the House Floor, but was missing from the vote to table said bill. He and a whole host of Federalist where absent during the Banking Act Vote, giving Republicans the edge they needed to defeat it. Is this a trend that we can expect from now on? Vermont is a whole other story. Earlier this week voters and state legislators went to the polls electing two new house members as well as two new Senators. It was a big surprise to see two Republicans win in such a solid Northern Federalist State. Republicans picked up a House and Senate seat while Federalist were able to fend off a Republican challenger for a House Seat. An Independent took the other Senate Seat.
To put it simply the Federalist Party is in disarray and needs to rebound itself for the upcoming House Elections, unless of course they wish to see the House with a Republican Majority."

State Gazette of North CarolinaSpring, 1790, Issue 2 Seminole Army Surges, Attacks Continue State Gazette of North Carolina is the first to report on size and scope of the Seminole Hoard. By Jean Surratt, Deputy Editor
"It numbers in the thousands. It is organized like a standing army in Europe. It is very diverse. The Seminole forces that are currently raping and pillaging the countryside of Georgia is numbered at 12,000 infantry, mixed militia and bowmen with a number of 1,800 cavalrymen of which they are split between lancers and bowmen. The Creek, who have been seen in North Carolina are numbered at 10,000 infantry being mixed between musket carrying militias, club men and bowmen. Finally, the third and smallest tribe singled out by scouts and riders is the Choctaw. They number at 4,000 mixed infantry.
Days ago perhaps more than half of the 10,000 strong Creek force was seen destroying the Humphrey plantation near the trading settlement Cedar Shoals, Georgia. There they where witnessed scalping the homesteaders and farmers. The livestock and slaves slaughtered. It has been reported that all structures where set on fire. There are no survivors a riders report said. Before this riders report came in President Washington called on all States Militias to form up and head down to Georgia. Several Commanders have been named to head the Militia's. There are named below;
Colonel Thomas Jackson, Georgia Militia: In command of 5,000 infantry and 300 cavalry. Colonel William Charles Bathurst, New Hampshire Militia: In command of 6,000 infantry. Colonel Christopher Bretagne, New York Militia: In command of 6,000 infantry, 12 guns. Colonel Thomas Garrett, North Carolina Militia: In command of 3,000 infantry. Lieutenant Colonel John Brown, Virginia Militia: In command of 3,000 infantry and 300 cavalry.
The militias and volunteers are said to be gather in Savannah. The North Carolina State Gazette will let you know more as the situation unfolds."
President Washington Proposes Budget Revenue grows, as does the Budget Deficit By Richard Johnston, Federal Hall Corespondent
"Federalist in Congress proposed the First Congressional Federal Budget on behalf of the President. While revenues are projected to grow from $3.3 million to $3.65 million, the deficit has also been projected to grow from $2.49 million to $2.71 million. The main chunk of the Federal Budget is the United States payment of interest on debt owed from fighting the War for Independence. Some economist are warning that without a plan to pay off the debt, not just make interest payments, that we would could see an economic crisis arise.
Other taxpayer funds are going towards Defense; $1.5 million. Of which we at this paper confirm it will only rise with the current conflict taking place in Georgia."

Richmond, VA - Congressman Theodore Hamilton of Virginia has been removed from Congress. It not yet known why, however there is some rumor he consistently showed up intoxicated to the House Chamber.
VA/SC - Two new congressmen are elected to seats by outgoing members. Thomas Cole of Virgina and Robert Olympus Redneck of South Carolina have taken seats in the House of Representatives.

Massacre on the ChattahoocheeNew England Militia Members Kill 300 Civilians in raid on defenseless village. By Jean Surratt, Editor"In what many are calling a "key victory" in Georgia, some are calling it what it really is; a civilian massacre. Colonel William Bathurst lead a group of 6,000 New England Militia members in battle formation in an attack on a defenseless village of Shawnee tribe members situated on the Chattahoochee river. On the morning of June 12, 1790, a scout approached the New England Militia encampment. There he gave the following intelligence to Colonel Bathusrt. The State Gazette has received the following quote from unnamed military sources; "Colonel, there is a village ahead that is completely unprotected. There are only women, children, and the elderly inside." What transpired next is that the Colonel mustered his men and proceeded towards the village with malice in mind. To add further insult to injury it was said that the Colonel had a smile on his face before issuing the orders to attack a village only comprised of women, children, and the elderly. A dispatch suggests the following; "With the 1st Massachusetts, the so-called "God's warriors", leading the center front line, the New Hampshire Militia attacked the village from the northeastern side and dispersed the population, most of whom fled to across the river. After taking control of the eastern bank, the militia made a quick search for food, ammunition, and intelligence within the village. Finding little of use, the buildings were set on fire and the troops withdrew with captives in tow." The final report suggests that 300+ civilians where killed along with another 700 wounded. Not only that, their houses, corrals, and storehouses lay in ruin. Only two militia members where killed, as a result of an accident. This news comes to us after hearing of the raid in Cedar Shoals, Georgia. Major Northen News Papers are hailing this a victory for the United States. The State Gazette of North Carolina sees this military maneuver for what it really is, a massacre of Civilians. This paper will keep you informed as to what President Washington seeks to do now that one of his Colonels has massacred a civilian village and burnt it to the ground." Federalist Split in TwoThe National Democracy Party is born, Party in-fighting to blame. By Richard Johnston, Federal Hall Corespondent"After being considered all but irrelevant after losing three Congressional races in Vermont, a Federalist strong hold of New England, several prominent members of the Federalist Party have decided to call it quits and form a new Political Party. These members of congress and private citizens have labeled themselves the "National Democracy Party". Gordon Battle Hughes(NDP-New Hampshire) offered the following remarks published in the The New England Blue Star; "With the formation of the National Democracy Party, it is important to explain the philosophical underpinnings of the idea of democracy for the consumption of those less versed in its nuances and history. As democracy argues that Democracy, it is important to state, is not the same thing as mob rule." Assuming that the common American knows nothing of Democracy and Republic, after just concluding a war for independence to form such a government, The Deputy Speaker of the House assured all Americans that this new Party doesn't seek to change the form of Government currently serving the American People. In fact he offers just the opposite. In his own words he suggests the following be considered by the American Public; "...democracy is not antithetical to the idea of republicanism – in fact, it could be argued that democracy is the true virtue of republicanism and the idea that will allow our republic to reach its full potential." Mr. Hughes again stressed he doesn't want to transform the Government of the United States; "I do not seek – and the National Democracy Party – does not seek the overthrow of our new republic. I just seek the fulfillment of our republic." Three times in his opening address to the Nation on the new formation of the National Democratic Party Mr. Hughes made it very clear that the NDP does not wish to change our current form of Government. So what does the NDP stand for? Aside from being copy-cat Federalist who seem to have only left the Federalist Party due to personal differences Mr. Hughes can only to point to one issue; Voter Franchise. Mr. Hughes said the following concerning giving the "vote to the common man";"A man who tells you that the common man can not guide our nation is a fool or a force of malevolence, either ignorant of his own status or so wrapped up in his own interests that he can not tolerate a perceived threat to his special status. I know that I am no wiser than any other man, and no other man wiser than I; I have land, yes, but the landless man looks to his interests and the interests of his family as well as I. Any man who claims special knowledge of the affairs of a nation-state on the grounds that he has land is an ignorant man and should not be trusted to lead. " Mr. Hughes makes it very clear that if you are a successful individual that you somehow are the same as the unsuccessful. Will this be the rallying cry of the NDP; "You there, Merchant, you didn't build that!" Benedict Arnold was also arrested, however extradited to New York State where he will face prosecution from former Congressman James Terrus. Jay and Arnold sent for clemency and also informed the Federal Government of their whereabouts. The Federal Government however put the two men in custody after they where both arrested crossing from the Canadian border into Vermont. Americans around the country are embracing the capture of the two most notorious traitors in American History. It is unsure why Arnold was extradited to New York, however he'll be faced with a multitude of charges while Jay will be tried by the Federal Government on common law conspiracy charges. Apparently Jay and Arnold believed that the very President they sought to assassinate would grant them clemency. This is not the case. President Washington, very well known for hanging deserters of his army, is rumored to throw the entire book at Jay. Not much is none of James Terrus and how he will deal with his prosecution of Arnold, however his colleagues in the House of Representatives describe him as cool, calm, and collected. He's also been known to generate much compromise in the First Congress. To add insult to injury to the Jay name, Jacob Jay, first son of Samuel, has completely abandoned his apprenticeship with John Adams. It has been confirmed that he has set sail for France to fight for King Louis in an attempt to win back the authority of the French Monarchy. This paper has absolutely no idea why an American, who most likely cherishes freedom and liberty, has dawn the hat of tyranny in order to defend a Monarchy." Bathurst Doubles Down on Killing CiviliansClaims 'Massacre on the Chattahoochee' was necessary, takes zero blame for the deaths of women and children. By Jean Surratt, Editor "In an open letter confirming the details previously published in this Newspaper, Colonel William Bathust Commander of the New England Militias, does not see his ordering for the attack on a defenseless Shawnee village and the killing of 300 women and children as a Massacre. In fact he goes on the attack, this time in the press, lambasting all Native American Indians as savages. All Native children as warriors and all elderly Natives as knife wielding scalp men. He characterizes their homes and their livelihoods as training grounds for the eventual attack on a white mans farm or residence. What if this new Government had done the same to all the Monarchies in Europe? Would we not be at war with 20 or so different Kingdoms and Countries based on the misguided evidence that they're all King Georges? The New England Blue Star had the pleasure of publishing the comments from Colonel Bathurst. We'll begin with the following excerpt; "Anyone who has ever engaged with the natives in a prolonged conflict knows full well that there is no real distinction in that culture between warrior and civilian; the oldest man and a child of ten are as much warriors, by their perception, as a man hearty and hale. The village, far from a place of peace and domesticity, is a fort, a garrison and a training ground." There you have it folks. Any and all Indians living on the American Continent are now enemies of the States with each and every Indian village serving as a garrison which harbors savages who want to kill and scalp every American living from Georgia to New Hampshire. But soon after declaring all out war on all Native Indians the Colonel doubles down on his orders to launch an assault on a defenseless village. How do we know the Shawnee Village held no men of fighting age? The Colonels own scout tells him the following; ""Colonel, there is a village ahead that is completely unprotected. There are only women, children, and the elderly inside." Adding the following; "The men must be at war!". We all know what transpire next. Bathust with grin of a child on his face from ear to ear ordered the mass slaughter of women and children. He admits so himself in the New England Blue Star;" I did order my soldiers...to enter into the village and displace the population...I recognized that a certain amount of death was unavoidable..." There you have it readers of The New Southern Journal-Constitution. We've been able to break the story on America's first mass-murderer. The question that now begs to be asked; Will President Washington do anything to control or discipline his Commanders in the Field?" Bank Bill Part Deux Federalists propose watered down Bank Bill, Republicans come out in force. By Richard Johnston, Federal Hall Corespondent"Federalist Andrew Beaumont of South Carolina proposed the ' National Bank System Act of 1790' breathing new life into a National Bank. This time however it seems we've got a completely different system that is being proposed. Previous Federalist proposed was a top down approach to centralized banking by setting a national interest rate and assuming the debt of the States. This bill went through the ringer when debate hit the House Floor with Federalist and Republicans at each others necks. However the bill failed by one vote. An interesting note, not a single prominent Federalist bothered to show up to vote. Most of those Federalists are now members of the 'National Democracy Party'. Right out of the gates Representative Beaumont defended his bill, "The Constitution provides the Congress, and the central government by extension, the power to collect taxes, to pay debts and provide for the common defense, to borrow money on the credit of these united States, to regulate commerce, and to coin money and regulate the value thereof. All of these powers are explicitly granted to our national government. And Congress has the authority, again explicit in the Constitution, to enact any laws and establish any institutions to the effect of exercising those powers." Republicans of Virginia Thomas Cole and Elijah Surratt shot right back. Cole fired first, "I continue to urge this body to consider the establishment of a National Bank unconstitutional. We have worked hard to establish a Constitution that was accepted by all. Think of the precedent this will set for future lawmakers if we ignore the very document we have worked so hard to create. Do we really want to pass this along?" In what many saw as a 'One-two punch' Surratt was there to deliver this blow; "I still fail to see how a Bank, established by the Federal Government and not authorized by the Constitution, benefits anyone. The proponents of this bill have failed time and time again to make a solid argument for a Bank in the first place. Their argument of "destabilization" and "economic crisis" falls on deaf ears to the planters, farmers, and manufacturers that are and will continue to boom without the interference of a regulated and unconstitutional National Bank." It is worth noting that this version of the National Bank creates four Regional Banks with trustees appointed from every State. The Headquarters of all the banks would be centrally located in New York while offering local autonomy to the States with their own Regional Branch." A Few Comments from the new Head of The Republican PartyWe pressed Elijah Surratt of Virginia on a few of the current issues facing the Republican Party and the Country By Richard Johnston, Federal Hall Corespondent"I recently sat down for a beer with Elijah Surratt in one of New York City's finest pubs. After a few tall ones we got down to brass tacks. I opened with the departure of James Terrus from the Republican Party. Elijah Surratt had nothing but praise for Mr. Terrus Sr.; "James Terrus is the most Honorable man I've met in Government so far, perhaps besides Thomas Jefferson. I was deeply saddened to see him leave our club of Liberty and Freedom. It actually came as quite a shock. I wish him and his son the best and hope to continue our strong relationship." I wasn't done just yet. A token answer from a token politician I'm sure. I went deeper suggesting Terrus quit the party on bad terms over his new Bank proposal. Again Surratt stood strong for Terrus in the thick of hailing musket fire; "No, no. I'm sure that wasn't the reason. First and foremost James Terrus puts New York State first. While some in our party are shifting towards a set of National Policies James thought that his role in New York wouldn't be as beneficial. It makes complete sense and no one in our party faults him. He lead us through the beginning stages of this new Government. So there is no deep seeded hatred that we kicked him out, or that he left because of one issue." A National Plank of Polices you say? Do tell more, and he did; "Yes, as you know I was elected by our members to take over after the departure of James Terrus. I believe I won over the support of my peers by proposing a policy of Nationalizing the Republican Party into an organization that can dominate at the Federal Level. We're in the process of crafting a Campaign that appeals to all Americans, not just small businesses and farmers in the South. I envision a Republican Party that represents Americans from all walks of life united around the following three key principals: Most importantly States Rights, complete support for the Constitution and it's authority granted to Government, and finally Neutrality between the waring Monarchies of Europe." With Congressional Elections around the corner, turmoil in the Federalist Party, and finally Congressman Surratt explaining his grand idea of a Republican Party that has reach and scope in the North we touched on that subject. Point blank I asked him if any seats would be picked up by Republicans north of Maryland; "I most certainly feel that we can put the Republican Party in a position to win in Maryland, Pennsylvania, New Jersey and Delaware. To add to that we will also be competitive with the Federalist Factions in New England as well. If you can recall we had a great victory in Vermont this past year picking up 1 of the 2 House Seats and a Senate Seat.". This is confidence not seen in the Federalist or National Democratic Party. Maybe Republicans will gain a Majority in the House this cycle. The Southern Journal Constitution will wait until November." The National Democratic Party is nowhere to be seen south of Pennsylvania. Outside of a contest here or there the NDP is in the midst of remaining a regional party. By Thomas Oglethorpe, Richmond Corespondent "Failing to poll at all in Georgia, North Carolina and South Carolina while only fielding one candidate in Virginia November spells disaster for the National Democracy Party. Further more the NDP are lagging heavily behind Republicans in Pennsylvania and Maryland while fending off tough fights in New York and Connecticut. The only States that seem to show large support for the NDP are Massachusetts and New Hampshire. If the election where held today the NDP would have Multiple Representatives in the States of Massachusetts and New York. For a party that recently had a high profile split from the Federalist, as well as multiple high profile Civil Servants and Signers of the Constitution or Declaration renounce their own parties to join with the NDP it seems as though they've hit a brick wall with the voters of the united States. In fact Gorden Battle Hughes, perhaps the most well known NDP member of the House issued a large response to both the New York Daily Times and our Newspaper going on and on about how he's supposedly smarter than any other man in the country and that the rest of us are too narrow-minded to see his grand plans for the Nation. Perhaps not the greatest approach to take when clamoring for votes. Speaker Hughes issued the following remarks in the New York Daily Times; "The mere fact that I have been asked to write an article defending the National Democracy Party from this Federalist attack highlights one of the great problems of the Federalist Party as it currently exists: it is grasping for legitimacy and is seeking to undermine the credibility of people who happen to have dissenting opinions from its core ideology." Hughes was just reitering the fact that nothing is ever his problem, so I'll just blame others. To put it bluntly the NDP is in bad shape and Mr. Hughes attacks on both the NYDT and the SJC along with many Northerners who are faithful to the Federalist cause did him no good. Only November will tell us if his broad strokes of lines of attack will reap rewards for the NDP or marginalize them to the Northern corners of the continent." Probably should have done this earlier to set a precedent. The smile from the Battle of Suwanee is outside of the knowledge of newspapers this soon after the battle. For battles that just happened, you only really know the outcome, casualties, and general tactics. In the future I'll post in the Newspaper Help Desk with printable information after battles.

JOHN SEVIER SEEKS TO END THE SOUTHERN VOICE Andrew Beaumont, honest son of South Carolina
Perhaps it seems like a small, easy choice, for the honest and hard-working men of the Fifth District of North Carolina in this most pivotal election of our young Republic to date. And true, Republican John Sevier has served his district in Congress, so what, a read might ask, is the harm in his re-election?
For North Carolina, the answer is everything. As a Republican, Sevier will join his fellows in Congress as a brain-brother of a group that has openly advocated a repeal of what has been known as the Three-Fifths Compromise. The question arose during deliberations on how to count slaves when determining representation. Those from the southern states, such as North Carolina and my own South Carolina, demanded that slaves count as full persons to ensure that our states have the voice in the Federal Government that they deserve. At the end of the day, the ratio that every five slaves should count as three free persons for the purposes of determining representation was accepted, and the states of Virginia, North Carolina, South Carolina, and Georgia were able to have the voice that we have today in the capital of New York because of it.
But with your vote, you will be sending a Representative Sevier to New York to erase all of that. His allies, his compatriots, and his brain-brothers have suggested that this should not be the case, robbing the people of North Carolina of their voice. They would rather see these great southern states, which I am glad to represent, crushed under the rule and the dictates of northern industrial states for no reason at all other than to tear apart the very fabric of this union. And THAT, dear reader, is the harm in his re-election.
There is a choice- a man named William Barry Grove, who has honorably served in the North Carolina House of Commons and who so adequately represented North Carolina when our Constitution was ratified. He is a man of honor who will support our President and our union, and most importantly he will be there in New York with men like me who wish to ensure that the South continues to have a voice in the Federal Government. He believes in the promise of North Carolina where Sevier has said, loud and proud, that he seeks to destroy the state. So when it is time to vote, remember all that North Carolina has- that is what William Barry Grove is fighting for, and that is why he is the man to represent this state in Congress.

I'm writing this editorial to inform the public that we in the Republican Party harbor neither false hope or bloviated talking points. We offer you the American People three simple proposals; A strong defense of State Sovereignty. Neutrality in European Conflicts, and finally and most importantly NO NATIONAL BANK. With a weak Federal Government only functional within the laws of the Constitution we believe that the State Governments hold the keys of true Democracy. Republicans will keep the Federal Government small and constrained by never entangling ourselves in alliances across oceans. Our number one objective in office if you wish to give us the opportunity will be to prevent those in power from forming a National Bank outside of the laws of the Constitution. In order to continue the strong growth and economic advances we have made since our Revolution and separation from Britain we in the Republican Party propose to keep the State Governments strong while keeping the Federal Government small and weak. This will prevent the Federal Government from imposing outrageous taxes on the States and the Individual. First and foremost Congress has no authority granted to it under the Constitution to establish such an institution. Although our first qualm with a National Bank is for lawful reasons we also see a National Bank as a centralized form of banking that will only hurt the American small business, American Farmer, and American Merchant in the future. Only disaster will come of establishing a Bank in New York to dictate interest rates for farmers in North Carolina. Only confusion and destabilization will come about a Centralized Bank in New York dictating interest rates to Virginian Merchants. This November support the true harbingers of Freedom and Liberty; Vote Republican!"

FOR VIRGINIA, NO OTHER CHOICE THAN RICHARD BLAND LEE Andrew Beaumont, honest son of South Carolina
To preface this article with a fact: this author is not from the Commonwealth of Virginia. While I have honest respect for the accomplishments of the great men that have hailed from Virginia, an accident of birth has left me enjoying my life and service to the people of South Carolina but wishing only the best for a state that I would want to call home.
It is because I want the best for Virginia that I am comfortable penning this editorial on behalf of Representative Richard Bland Lee, a true patriot and America hero who has served this state so honorably in the past. Even during his young days being educated here in Virginia at the prestigious College of William and Mary (while Mr. Henry, noble though he is, was receiving an education among northern abolitionists) he picked up arms to support the cause of our independence, organizing a militia of his fellow students to fight off the supreme traitor himself, Benedict Arnold. While the British under the "Traitor-General" Arnold were preparing to march towards Richmond, the young Richard Bland Lee whipped his fellow young students into a passable defense force. Without Lee in charge, the damage to Williamsburg, and the success of the Traitor-General, would certainly have been greater.
But his desire to serve his country as a truly educated man, an independent voice, did not end there. It was he who was instrumental in helping to ratify the Constitution which has given us our country and his steadfast support for a Bill of Rights which will serve to protect the people of Virginia from the tyranny of the majority. He ran for Congress to represent the people with these successes, and was chosen handily over opponents who, like Mr. Henry, lack in experience and in ideas to make our country stronger. Even our President, the great son of Virginia and General of the Army George Washington himself saw Lee's strength and cast a vote for him in an election.
Our President could trust Lee, who fought valiantly and was willing to trade his life, his fortune, and his sacred honor for the defense of Virginia and for free united States. With his exemplary past, his sharp mind and his desire to see a strong and free Virginia, it's clear that he is the only choice in this coming election. So stand with Washington, stand with liberty, and stand with Richard Bland Lee.

Pennsylvania and New Jersey Ground Zero for 1790 ElectionsRepublicans, Federalists and Nationalist poured resources and editorials into the 'battle ground' States. By Richard Johnston, Federal Hall Corespondent"The Streets of Philadelphia and Upstate New Jersey where filled with men and women listening to men on soap boxes make their case to the public about which candidate or party they should support in the national elections. The Philadelphia Enquirer and Pennsylvania State Gazette were full of editorials promoting the Federalist, Republican or Nationalist ideals. Congressman, Businessmen, and the everyday American made their case. Federalist Andrew Beaumont pleaded with voters in The Philadelphia Enquirer to reject the Republican National Platform of Neutrality, State Sovereignty and a National Bank; "The Republicans are in the middle of drafting a "national platform"; a declaration of principles that will guide all decisions made by members of the Party. In effect, the Party Chairman, from a southern state, will be dictating the Party's goals- and all the needs of Pennsylvania be damned." Congressman Alfred Schmidt, a Republican of South Carolina took to this attack on The Federalists in the Pennsylvania State Gazette; "Federalists seek to increase and consolidate power in New York City in Congress and the federal government, they seek to promote the creation of a national bank that will force local banks out of business make the federal government the only line of credit for our citizens and our states. Federalists seek to create a large and powerful national army that will once again promote the strength of the federal government while diminishing the power of the states." The duel between both Congressmen from South Carolina was hardly a rare sight in Pennsylvanian Papers, with wide readership throughout New Jersey. Congressman Pierre Broussard of Massachusetts, also a Federalist, declared the following; "Federalists Only Viable Option...The Federalist Party doesn't have a national platform, so that we may serve the different interests of each state, bound by the common ideal of a strong, responsible, and efficient central government, to preside over the United States along with state governments." He's half right. The Federalist didn't put forth anything called a 'platform'. Instead they adopted a 'Small List' of policy proposals including a National Road, a National Bank, and supposed 'State Designated Platforms' or platforms directly fashioned for each individual State. Still the Federalist hammered away that it was not a 'National Platform' as proposed by Republicans. Instead it was a 'Small List'. The end results are considered a 'push', or a tie if you will. Republicans overall captured 23 House Seats compared to the 19 now occupied by Federalists. The State breakdowns of Pennsylvania and New Jersey are as follows; New Jersey (At-large) (4 elected) Abraham Clark (I) (20%) Jonathan Dayton (ND) (20%) Elias Boudinot (I) (15%) Aaron Kitchell (R) (13%) Independents ruled the day while a Republican and Nationalist all but removed the Federalists from power in New Jersey. This was a stunning upset considering New Jersey's location to the Federalist Stronghold of New York. Pennsylvania(At-large) (8 elected) Frederick Muhlenberg (I) (17.11%) Thomas Fitzsimons (I) (12.83%) Thomas Crowe (F) (15.56%) Daniel Hiester (I) (7.13%) William Findley (R) (6.65%) Thomas Hartley (I) (9.27%) Andrew Gregg (R) (5.95%) William Irvine (F) (6.61%) Independents again ruled the election in Pennsylvania but perhaps what was most telling was the Republican hold of two seats while doubling, yet still losing, the vote of lower ballot Republicans. Federalist were able to fend off a challenge from a Nationalist eliminating the Nationalist Party from the largest State in the North." Republicans Dominate the Southern StatesElijah Surratt, Chairman of the Republican Party delivered a stunning victory for Republicans south of Maryland. By Jean Surratt, Editor "In what this newspaper is calling a complete routing of the Federalist Party south of Pennsylvania with perhaps a small hold on Maryland, Republicans have won the day. From the Chesapeake to the Chattahoochee the Republican Party can claim the Southern united States as their political playground. Congressmen Elijah Surratt, Alfred Schmidt, and Thomas Cole peppered newspapers and street corners with a simple three point proposal by the Republican Party; Neutrality, No National Bank, and finally State Sovereignty. The message resonated as the Republican Party can claim near complete control of the Georgia and Virginia Congressional delegations while having footholds in Maryland, South and North Carolina. The most surprising result was perhaps Maryland where the Republican Party fended off a vicious Federalist onslaught of editorials claiming doom and gloom if Republicans where elected. Turns out the simple platform of the Republican Party earned them 2 of the six seats in Maryland garnering near 31% of the overall vote. The results are as follows; Maryland (At-large) (6 elected) William Pinkney (R) (9.60%) Joshua Seney (R) (11.47%) Philip Key (I) (11.22%) Ethan Mulready (F) (11.37%) Thaddeus Steward (F) (11.29%) William Vans Murray (F) (21.13%) Republicans and Federalist combined took 74% of the overall vote in Maryland while Independents and a single Nationalist made up the rest. In what is sure to be a battleground State moving forward, Maryland held for the Federalist Party this go round. If Maryland was a nail bitter then Virginia sucked the oxygen out of the Federalist Party. The Federalist Party succeeded in electing one member of the ten-man delegation from Virgina, and even that race was very very close. We're told it went down to the wire, by hundreds of votes. Overall Republicans hold 8 of the 10 Virginia Seats. Virginia 1: Steven Fisher (R) unopposed 2: James Markham Marshall (F) (50%) vs Andrew Moore (R) (50%) 3: Elijah Surratt (R) (75%) vs Arthur Lee (F) (25%) 4: Richard Bland Lee (I) (45.48%) vs Patrick Henry (R) (54.52%) 5: James Madison (R) unopposed 6: Abraham B. Venable (R) (45%) vs Charles Lintch (F) (35%) vs Charles Clay (ND) (20%) 7: John Page (R) (60%) vs +Meriwether Smith (R) (40%) 8: William Branch Giles (R) unopposed 9: Elijah MacDonald (I) unopposed 10: Thomas Cole (R) (70%) vs Thomas Edmonds (F) (30%) No surprise here considering Thomas Jefferson and Elijah Surratt, the most prominent Republicans in Government, hail from Virginia. Their networking and campaigning proved near flawless. Virginia doesn't seem to be offering any ground to the Nationalist or Federalist Party in the near future. North Carolina saw zero Federalist elected. In fact those who they did run saw absolute defeat at the ballot box. The results are as follows North Carolina 1: John Baptista Ashe (I) unopposed 2: Hugh Williamson (I) (40%) vs +Nathaniel Macon (R) (60%) 3: Michael Davenport (R) (90%) vs +Alexander Mebane (R) (10%) 4: John Steele (I) (90%) vs +Joseph MacDowell (10%) 5: John Sevier (R) (60%) vs +William Barry Grove (F) (40%) Republicans were able to pick off a Federalist and Independent claiming a total of 3 of the 5 North Carolina House Seats. The remaining seats belong to Independents. William Barry Grove, the only Federalist to run for the House in North Carolina was defeated handily by Republican John Sevier. South Carolina could also be ranked up there with Maryland as a strong contender for the Federalists, however it's believed the wealth of Congressman Andrew Beaumont is the only reason for the Federalists to remain afloat in this State. Considering Congressman Beaumont spent most of his time trying to persuade the Virginia Legislature to elect Federalists it was a surprise to see him win with such a margin. South Carolina results as follows; South Carolina 1: Andrew Beaumont (F) (70%) vs Aedanus Burke (R) (30%) 2: Robert Barnwell (F) unopposed 3: Alfred Schmidt (R) (80%) vs Thomas Anderson (I) (20%) 4: Thomas Sumter (I) unopposed 5: Thomas Tudor Tucker (R) unopposed This newspaper certainly sees both Thomas Sumter and Robert Barnwell being challenged in 1792. Aside from that South Carolina continues the trend of it's southern neighbors by being a hotbed of Republicanism. Finally our most Southern State of Georgia saw Republicans hold on to all three House Seats. This was due to fact that only one incumbent was challenged. Results are as follows; Georgia 1: Francis Willis (R) unopposed 2: Robert G Hill (R) (70%) vs Anthony Wayne (I) (30%) 3: William Brandt (R) unopposed That wraps up our final edition dedicated to the National Elections. Charles Pinckney Should Be Our Next Vice President There can be little doubt that our faithful President, George Washington, will be re-elected. Thus our nation turns to the collective question: Who should be our Vice President? Who should occupy that modest, yet monumentally important office should the unthinkable occur? I believe the obvious choice is the Governor of South Carolina, Charles Pinckney. Charles Pinckney has been a sound voice for our new Constitution, having proposed many ideas that were ultimately adopted into the Constitution. He was a framer and is a man of sound intellect. Charles Pinckney should also be Vice President, as he is from a southern state. Our previous Vice President, John Adams, hails from a northern state. It would be too self-serving for me to suggest a man from a central state, thus I believe it prudent that a Vice President from a southern state be selected, lest we cause any regional division due to unnecessary feelings of exclusion. Charles Pinckney, in the event he needs to break a tie in the Senate, has show himself to be a man of sound contemplation who can make good judgement as needed. He knows the value of compromise, having seen what it ultimately forged through our Constitutional Convention. Charles Pinckney is the sort of man our President and nation deserves.
